Before the Land Law was born in 1987, from 1945 until the unification of the country in 1975, the land in the North and then in the whole country was uniformly managed by the State according to the master plan and plan. in order to ensure that land is used rationally, economically, and efficiently exploit land resources to promote economic growth and development in the direction of socialist mass production. Through the process of perfecting policies and laws on land in each period in line with the process of renewal and development of the country.

Through the amendments and supplements, the 2013 Land Law and its guiding documents have provided a relatively complete system of legal documents on land policy, significantly contributing to economic development, political and social stability. Land resources have been managed, exploited and used more efficiently than before; food security is ensured; land for production, urban development, national defense and security is allocated more rationally; the real estate market is gradually expanded; The effectiveness and efficiency of state management is improved...

However, compared to the requirement of comprehensively promoting the renovation work in the current period, land resources have not really been exploited and used effectively to become an important internal resource. There are still many outstanding problems in land management, exploitation and use such as: the state management of land is still inadequate, there is not really a high consensus from the central to local levels, not really open, transparent and based on the market mechanism; the accumulation and concentration of land has not yet met the requirements of reality; the status of disputes, complaints, denunciations and violations of the land law is still complicated, slow to be resolved, causing social irritation; the real estate market, including the market for land use rights, has not developed stably, is not transparent, and is not sustainable; land use is wasteful and inefficient in some localities, agencies, units, enterprises, farms, etc.

Chairman Bui Nhat Quang said that the Resolution of the 13th National Congress of the Party has set a strategic orientation for the period 2021-2030 "Comprehensively and synchronously perfecting the institution for economic development. socialist-oriented market economy, creating a favorable environment for effective mobilization, allocation and use of resources, promoting investment, production and business", including land resources, At the same time, it has set out strategic breakthroughs, including land issues such as: "effectively mobilizing, managing and using all resources for development, especially land resources". Through the workshop, President Bui Nhat Quang expected scientists and managers to contribute many frank, objective and scientific opinions to dissect land policy issues from many dimensions, thereby the basis for proposing solutions and dealing with "fundamental" problems that are posed to land policies and laws; At the same time, there are "breakthrough" recommendations to remove bottlenecks and bottlenecks in the land market to free up land resources, so that the land market can truly become a resource for growth and development. develop.

Speaking at the opening of the Conference, Assoc.Prof.Dr. Vu Hong Son, Deputy Head of the Central Economic Commission, said that the current land potential has not been used economically, effectively and sustainably; has not been fully exploited and promoted to become an important internal resource for the country's socio-economic development. The above context is creating both new opportunities and challenges for land use and management; requires drastic and fundamental renovation of land management and use, especially land policies and laws, towards not only solving current difficulties and problems, but also creating a foundation for our country to become a high-income developed country by 2045.
