Opening Remarks
PhD. Le Xuan Sang, Deputy Director of the Vietnam Institute of Economics, highlighted the importance of transitioning to a green economy to align with global commitments on climate change mitigation and sustainable development. He emphasized Vietnam's National Green Growth Strategy (2021–2030) and the National Energy Plan (2021–2030, Vision 2050), approved under Decision 1658/QD-TTg (October 1, 2021) and Decision 882/QD-TTg (July 22, 2022), respectively.

The conference provided an opportunity to assess Vietnam’s green economic development, identify challenges in energy transition, and propose initial solutions to promote a sustainable green economy.

Keynote Insights
Prof. Dr. Truong Quang Hoc, Chairman of the Science and Training Council, Institute of Natural Resources and Environment, Vietnam National University, Hanoi, outlined that green economy development has become an inevitable trend in modern global economies. He noted that green growth, as a response to climate change and resource depletion, serves as a foundation for sustainable economic restructuring. Green initiatives, such as urban planning, carbon credit markets, green finance, and renewable energy, were highlighted as key drivers of this transition.

PhD. Architect Hoang Huu Phe, Chairman of R&D Design Company, focused on green urban planning, emphasizing energy-efficient and nature-aligned designs. His presentation underscored the importance of intelligent urban development that integrates with environmental sustainability goals.

Assoc. Prof. PhD. Le Bo Linh, former Vice Chairman of the National Assembly's Committee on Science, Technology, and Environment, addressed solar energy potential and competitive energy markets in Vietnam. He emphasized the necessity of rapidly implementing competitive wholesale and retail electricity markets.

Recommendations for Green Economy Development
The experts and scientists proposed several measures for Vietnam to effectively transition toward a green economy:

  1. Enhancing Environmental Awareness
    Public awareness campaigns are crucial to foster responsible environmental behavior, promote biodiversity conservation, and combat climate change. Government agencies must implement comprehensive plans aligned with national policies to achieve green development goals.
  2. Policy Reforms
    Tax reforms on resources and the environment should incentivize energy efficiency and sustainable resource use. Policies should also address environmental pollution and overexploitation through taxation and financial mechanisms.
  3. Investment in Science and Technology
    Greater investment in research and development of green technologies, such as renewable energy and carbon reduction, is necessary. Policymakers should also encourage businesses to adopt advanced, environmentally friendly technologies to enhance productivity and align with green economic standards.
  4. Attracting Foreign Investments
    Improving the investment environment and attracting foreign capital are key to green development. Strict criteria should be established to ensure foreign investments align with environmental protection goals.

The conference served as a platform for experts, scientists, and policymakers to exchange ideas and discuss strategies for Vietnam’s green transition. PhD.
