Vietnam Green Growth Forum 2023

To implement guidelines and policies to promote green growth, contribute to responding to climate change and achieving the goal of net zero emissions by 2050, on the morning of November 3, 2023, at the Hotel Hanoi Daewoo (No. 360 Kim Ma, Ba Dinh, Hanoi), Vietnam Institute of Economics, Vietnam Academy of Social Sciences organized a Scientific Forum with the theme "Vietnam Green Growth Forum 2023". The program is accompanied by Vietnam Oil and Gas Group.
Attending the Forum on the part of central ministries/sectors were delegates: Ms. Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment; Associate Professor, PhD. Nguyen Hong Son, Deputy Head of the Central Economic Commission; Mr. Nguyen Quang Vinh - Vice President of Vietnam Confederation of Commerce and Industry (VCCI); Ms. Pham Thi Thinh - Deputy Director, Deputy Editor-in-Chief of Truth National Political Publishing House; Prof.Dr. Mai Trong Nhuan, former Director of Hanoi National University, Vice Chairman of the Policy Advisory Council, National Committee on Climate Change; Associate Professor, PhD. Nguyen Dinh Tho - Director of the Institute of Natural Resources and Environmental Policy Strategy, Ministry of Natural Resources and Environment; Dr. Vo Tri Thanh - Director of the Institute for Brand Strategy and Competitiveness Research, Former Deputy Director of the Central Institute for Economic Management Research.
On the side of the Vietnam Academy of Social Sciences, there was Dr. Dang Xuan Thanh, Deputy Secretary of the Party Committee of the Vietnam Academy of Social Sciences; Associate Professor, Dr. Nguyen Duc Minh, Vice President of Vietnam Academy of Social Sciences; Associate Professor, PhD. Bui Quang Tuan, Director of Vietnam Institute of Economics; Associate Professor, Dr. Tran Dinh Thien, Economic expert, former Director of the Vietnam Institute of Economics.
Attending the Forum were also about 300 delegates who are experts, scientists, and managers from research institutes, universities, ministries/sectors, and central agencies such as the Central Theoretical Council, the Central Theoretical Council, Central Government, Central Economics, Ho Chi Minh National Academy of Politics, Communist Magazine, Vietnam Academy of Social Sciences, Hanoi National University, Truth National Political Publishing House, business associations, ...
Attending and reporting on the Forum were also more than 50 reporters and journalists from Vietnam Television, Hanoi Television, news agencies and newspapers.

In the world today, green transformation is becoming an objective trend and becoming a priority in the development orientation choices of many countries. In Vietnam, the Prime Minister has issued 02 National Strategies on Green Growth for the periods 2011-2020 and 2021-2030 and Action Plans to implement these two Strategies on Green Growth. The Government also issued many guidelines and policies to promote the implementation of green economy and circular economy.
Opening speech, Associate Professor, PhD. Nguyen Duc Minh - Vice President of the Vietnam Academy of Social Sciences (Academy) emphasized that green growth is one of the important methods for sustainable development. Green growth is currently a requirement and trend implemented by many countries.
For Vietnam, promoting growth model transformation associated with restructuring the economy towards green growth and sustainable development has been identified by the Communist Party of Vietnam in Resolution No. 24-NQ/TW, June 3, 2013 on proactively responding to climate change, strengthening resource management and environmental protection. Building a green, circular, environmentally friendly economy is one of the country's development orientations for the period 2021-2030, which was set out by the Party in the Political Report at the 13th National Congress of the Party. Green growth in our country aims at the overarching goal of contributing to promoting economic restructuring associated with growth model innovation, in order to achieve economic prosperity, environmental sustainability; towards a green, carbon-neutral economy and contributing to the goal of limiting global temperature rise. It is a clear, official and concretized policy and direction, and is an important legal and institutional framework for green transformation in Vietnam.
Deputy Minister Nguyen Thi Bich Ngoc mentioned two aspects: financial resources and human resources to implement the green growth action plan, to achieve the goals in the green growth strategy while resources. The state budget is still limited and in particular we also have to respond to many regional and global problems. Deputy Minister added that recently, the Government, the Prime Minister, ministries, The industry has also made a lot of efforts in policy making and promoting the economy towards green growth. Specifically, they have issued two green growth strategies and issued an action plan to implement green growth. Vietnam has also built a legal and institutional framework to create conditions to encourage the development of green growth, including the issue of incentive mechanisms. The Government has also approved very important plans, including Electricity Plan 8, promoting digital transformation. However, Ms. Ngoc said that this effort is just the beginning, there are still many opportunities and challenges ahead.
According to Associate Professor, PhD. Bui Quang Tuan - Director of the Vietnam Institute of Economics, choosing to follow that trend, Vietnam can become a pioneer country in the region in green growth and green recovery. This is the right direction to implement green growth and sustainable development.
Associate Professor, PhD. Bui Quang Tuan analyzed that in the period 2011-2021, Vietnam has also made great strides in mobilizing investment for climate change combat and green growth to promote economic growth while protecting the environment and conserving environmental resources. However, financial resources mobilized to implement the national strategy on climate change and growth are still low compared to actual needs. According to calculations by the Ministry of Planning and Investment, Vietnam needs nearly 60 billion USD to implement the Target Program on climate change and green growth for the period 2016-2021. In particular, the medium-term public investment plan can only meet about 26 billion USD, the rest must be mobilized from the business sector. Closing the gap between investment needs and actual financial flows is posing requirements for improving mechanisms and policies to attract investment from State-owned and private enterprises - the sector is assessed. is not fully exploiting its potential.
