Seminar on “Reforms of Economic Institutions under the Reigns of Emperor Ho Quy Ly and Emperor Le Thanh Tong: Lessons from History”

Academic guests at the seminar included Prof. Nguyen Duc Nhue (Institute of History), Dr. Tran Khanh Hung (National University of Economics), Dr. Phi Vinh Tuong (Deputy Director of Institute of World Economics and Politics) and scholars and experts from research institutions and state agencies. VIE leadership attended the seminar were Assoc. Prof. Dr. Bui Quang Tuan, Director, and Dr. Le Xuan Sang, Deputy Director.

After Assoc. Prof. Dr. Bui Quang Tuan’s opening remark, Dr. Ly Hoang Mai and Dr. Pham Sy An made their respective presentations about “Reforms of economic policies under the reigns of Emperor Ho Quy Ly and Emperor Le Thanh Tong” and “Lessons from the economic reforms initiated by Emperor Ho Quy Ly and Emperor Le Thanh Tong”.

Dr. Ly Hoang Mai, the project lead, presented at the seminar.

Proceeding to the discussion, participants contributed comments to the VIE presenters.

Prof. Nguyen Duc Nhu argued that Ho Quy Ly’s issuance of banknotes was unorthodox due to the absence of his era name on the notes. The land use restrictions, in fact, were applied earlier under the Tran dynasty with the introduction of policy on land clearance and farm estate in 1266. The restriction of slavery was not a scheme of the reforms, but rather an issue rooted from military policy. Similarly, the policy of land allocation to farmers was initiated long before the era of Le Thanh Tong. The reason for the Ho’s employment of such policies despite its short life was because Ho Quy Ly had already acquired his high power under the Tran Dynasty for his preparation ahead.
